10 Steps to Comply with Portland’s ASTR Law

Preparing to comply with Portland’s Accessory Short-Term Rental law can be overwhelming and confusing. By breaking the process down into 10 easy steps, you can avoid penalties for non-compliance and the avoid the risks associated with operating out-of-code.

  1. Make sure bedrooms meet building code requirements for sleeping rooms when they were created or converted
  2. Ensure a functioning carbon monoxide alarm on the floor with the unit
  3. Install interconnected smoke detector in room and in adjacent hallway
  4. Neighborhood Notices sent
  5. File Permit Application
  6. Complete inspection
  7. Develop LLC Operating Agreement, if you and your accountant decide this is the best route for your business
  8. File for business license (State of Oregon, City of Portland and IRS)
  9. Open bank account and route income appropriately
  10. Begin using written logbook to track guests

Once you’ve received your permit and comply with Portland law, you must remain so by renewing your ASTR permit application every two years. This is a very simple process that involves submitting an additional Permit Application with payment ($178.08 as of this writing) and a self-certified statement that no major changes have been made to the property. Inspections will not occur in years 2 and 4. However, 6 years after a permit was originally issued, city inspectors are required to re-evaluate the listing in-person.
